Last paragraph Department’s telegram No. 47, October 13, 1 p.m. I have scrupulously kept before the Belgian Foreign Office the idea that our position was merely that of confirming the statements of the British Ambassador as to our concurrence in the plans for having the Conference in Brussels. I have been in constant touch with my British colleague and you may be sure there is no misconception here as to our role.
