President Roosevelt to the Secretary of State

Washington, March 11, 1937.

I think this telegram⁴⁵ in regard to the China Consortium goes much too far. I have, therefore, struck out the paragraphs that seem to me unnecessary. I do not think it is necessary for us to give approval at this late date to the old Consortium agreement, especially in the way it has worked out.
