Department’s 239, September 15, 8 p.m. During a visit with the Minister for Foreign Affairs25 this morning I introduced the subject of President’s order and explained situation along the line of [Page 536] views expressed by the Department. Doctor Wang said that Chinese Government was deeply disappointed at interruption of shipment of materials. He stated that in the light of the mandatory character of the Neutrality Act he appreciated attitude and moderate action taken.
