90. My 87, December 20 [19], 10 a.m. [2 p.m.].²⁷ Have just received official notification from Foreign Office stating river has been effectively blocked below Kiukiang as of 12 noon today. Steamer connection between Hankow and Shanghai now cut off. Communication by rail and air remains.

Repeated to Peiping, Shanghai. Peiping repeat to Tokyo.
