Reply64 now received states bombing was a mistake, expresses the sincere regret of the Government and states that “rigid instructions have been issued …65 to prevent the occurrence of such incidents”. It concludes by requesting that American property in China be marked with flags and other markings of large size. No mention of indemnification. Repeated to Shanghai for relay to Johnson.
