20. My telegram 19, October 1, 7 p.m. Subcommittee met this morning and agreed on the following procedure: to examine (1) [Page 51] question of Japanese forces in Chinese territory; (2) Japan’s treaty obligations in the matter; (3) whether there is any justification of Japanese action. It proceeded to the consideration paragraph by paragraph of the exposé on point 1 above prepared by the Secretary General restricting itself strictly to a discussion of facts as from July 7.
Subcommittee will meet at 3:30 this afternoon to continue with the study of the exposé on point 2.
