Reference orders regarding opening fire on planes in self defense, do not believe such attacks probable but issuance and publicity of this order will undoubtedly result in more care being observed in avoiding such action by planes of opposing forces. Commanding General has been advised gravity of such action and that authority should be used with greatest care.
