The Ambassador in Japan (Grew) to the Secretary of State

313. 1. The French Embassy states that it has information from Paris that the Chinese Government has accepted a proposal made jointly by the five Ambassadors to cease fighting in the Whangpoo between specified limits on condition that Japanese vessels withdraw [Page 282] and that the area be not used as the scene of Japanese fighting. The French Ambassador here is instructed to join “eventually” in action taken by his colleagues to urge the Japanese Government to accept the proposal.

2. We have as yet no information of this action of the five Ambassadors at Nanking.

Repeated to Shanghai for relay to Nanking.
