Please ascertain if possible and cable Department the opinion of the League Commission regarding Paraguayan proposal to Bolivia and Bolivian counterproposal, and in particular whether in its opinion any advance has been made as the result of the formulation of these proposals. The Department would also be glad to have any opinions which may have been expressed to you with regard thereto by the Argentine Minister for Foreign Affairs.
