Memorandum
[Translation]

The Brazilian Government would be very grateful if the Government of the United States of America would be good enough to designate two of its Army officers, specialists in coast artillery, to serve as instructors in the Brazilian Army Center of Instruction. One of these officers should possess special knowledge in the subject of fire tactics and the other in the subject of tactical organization. With regard to the respective remuneration, the Brazilian Government suggests that the terms for the American officers contracted for the service of the Brazilian Navy84 serve as a basis for the same.
