The Minister in Honduras (Lay) to the Secretary of State

14. Carlos Izaguirre now acting as a private secretary to President Carías called at the Legation for diplomatic visa and told me that he [Page 434] is leaving for Washington on United Fruit Company steamer due to arrive New York February 23d and will consult with Honduran Minister in Washington and Department regarding some understanding with the Department that it would give its support and adherence to some modification at Guatemala City Conference of article No, 2 of the General Treaty of Peace and Amity of 1923. He believes that without this assurance of support from the United States Government any modification of this article would not be agreed to by Honduras, Guatemala and Nicaragua. When he asked me what I thought of the idea I expressed as my own opinion the substance of the Department’s confidential circular telegram of January 31, 7 p.m.

Mr. Izaguirre said that the Conference at Guatemala City has been definitely postponed until March 15th, that he with Augusto Coello, who was delegate at Montevideo Conference, and Silverio Laínez, now Honduran Minister at San Salvador, will be three of the four delegates chosen for Guatemala Conference, fourth to be selected later.
