Referring to Department’s telegram No. 37 of April 12, 5 p.m., and my telegram No. 66 of April 15, noon.5 The following countries will sign the document of adhesion at a ceremony to be held here on or before April 27: Bolivia, Ecuador, Guatemala, Panama, Paraguay, Venezuela. The Minister for Foreign Affairs desires to know whether I shall receive authorization to sign along with the other countries.
