My 87, May 18, 10 a.m. Mello Franco has telegraphed Najera stating that agreement is practically achieved and expressing the hope that matter will not be discussed in Geneva lest something be said or done to prejudice agreement. Brazilian representative at Geneva has received instructions in the same sense from the Foreign Office and it is hoped you will feel justified in authorizing Wilson to act in his discretion to prevent any untoward developments.
