We are expressing at Bogotá and at Lima our opinion that the Mello Franco compromise formula, with the proposals he has made to cover the remaining two points, is equitable and offers an honorable and peaceful method of reaching a permanent solution of this controversy. We have expressed hope that the formula may be accepted by both Colombia and Peru.
