Sehor Cruchaga replied: ‘The Government in its desire to bring about an improvement in the legal system regarding neutrality, going farther than that established by the Hague Conventions in regard to this subject,6 presented for the consideration of the legislature the project referred to. It supported this project in the Senate and it will support it in the Chamber of Deputies when it is discussed. By proceeding in this way the Government demonstrates its continued approval of this project notwithstanding an international incident which everything leads to suppose will be settled in a satisfactory manner’.”
