Your telegram 35, June 14, 11 a.m. You may inform the Foreign Minister that the President’s Proclamation May 28 does not of course apply to sales completed before the issuance of the Proclamation, and that there have been excepted from the prohibitions of the Proclamation goods manufactured and ready for delivery prior to May 28, 1934, pursuant to valid and binding contracts of sale entered into prior to that date and which had been paid for in whole or in part by the belligerent government. The Bolivian Minister has been officially apprised of the foregoing.
