Your circular of September 23, 2 p.m. Officials of the Colombian Ministry for Foreign Affairs whom I have consulted fail to see any advantage to be derived for Colombia from the Agreement which was opened for signature by the Pan American Union on July 15. [Page 20] If the Department deems it desirable to suggest any arguments, I can transmit them to responsible officials.
