Emphasizing the inequitable character of an arms embargo against both parties, the Bolivian representative in a communication to the Secretary General declares that Paraguay’s arsenals at Puerto Sajonia and a munitions factory at Campo Grande specifies in detail the war supplies manufactured in Paraguay and states that Bolivia’s dependence on foreign factories places her in an inferior position.
