The Director General of the Pan American Union ( Bowe ) to the Secretary of State

Sir: The Governing Board at its session of June 27th, 1934, after considering the steps to be taken to give effect to Resolution number LXXXI,1 approved by the Seventh International Conference of American States on the 24th of December, 1933, resolved, in compliance with the said resolution, to deposit with the Pan American Union and open to the signature of all the states the agreement which incorporates the proposal made by the Delegation of the United States to the Seventh International Conference of American States and inserted in Resolution number LXXXI, above mentioned.

Pursuant to the resolution of the Governing Board, the said agreement2 was deposited with the Pan American Union on July 15th, 1934, and remains from that date open to the signature of all the states.

I have the honor to transmit herewith to you a certified copy of the said agreement.3
