170. Yesterday I communicated the contents of the Department’s number 116, September 28, 3 p.m., to the Minister for Foreign Affairs. Dr. Saavedra Lamas read me a telegram he said he had sent to his representatives in Washington and Geneva instructing them that the attitude of the Argentine Government before the League of Nations’ Chaco Commission was one of passive observance keeping in mind, however, the loyalty owed to the League and adding that he was convinced [Page 92] that this Commission’s efforts would fail. The Minister for Foreign Affairs then emphasized to me his conviction that a passive attitude in this connection was the correct one at present awaiting the moment when the matter might again be mature for further peace efforts by the three mediating countries.
