The Ambassador in the Soviet Union ( Steinhardt ) to the Secretary of State

833. The press today contains no reference of [to] the City of Flint or to the Department’s statement issued in connection therewith. The [Page 1006] Department’s telegram containing the text of the statement issued on the 28th, which was apparently sent from Washington on the evening of that date, was not delivered to the Embassy until 3:30 on the morning of the 30th, having been held up by the Soviet telegraph authorities.92
