Memorandum by the Chief of the Division of Controls (Green)
Mr. William Francis Gibbs, of Gibbs & Cox, Inc., naval architects, called me by telephone from New York this afternoon. He said that [Page 902] he proposed to send a copy of the Department’s letter of November 18, 1939, to the representatives of the U. S. S. R.16 with whom he had been dealing in connection with the proposal to have vessels of war constructed in this country for the Soviet Government. He asked whether I perceived any objection to his communicating a copy of that letter to representatives of the U. S. S. R.
I replied in the negative.
Mr. Gibbs said that all he wanted now was “to give the project a decent burial”.
