Memorandum by the Chief of the Division of Controls ( Green )
Mr. William Francis Gibbs, of Gibbs & Cox, Inc., naval architects, called me by telephone this morning. He referred to the Department’s letter of October 3 in regard to the proposed construction of vessels of war in this country for the U. S. S. R. and said that he intended to send a copy of that letter to the Soviet Naval Commission.10
Mr. Gibbs added that in view of the present situation in Europe he would have nothing more to do with the project.
