Department’s 73, June 27, 4 p.m. I discussed the renewal of the commercial agreement with Potemkin yesterday who said that he would consult with the Commissariat for Foreign Trade and inform the Embassy promptly of the Soviet Government’s point of view. He stated that Umansky had discussed the matter with the Secretary and he thought also with the President prior to his departure on leave. He expressed himself as in agreement as to the desirability of dealing with the matter promptly.
