Your 78, February 19, 6 p.m. The Department of Agriculture feels that it is unnecessary for the Embassy to take any further steps in the matter, at least for the present, since the Soviet Government is now aware that the American Government is interested in selling wheat and can take the initiative if it wishes to make any purchases. If the appropriate Soviet officials inquire whether you have as yet received information with respect to the terms under which purchases [Page 811] could be effected you may in your discretion reply in the negative and state that if they desire you so to do you will again telegraph the Department regarding the matter.
