The Secretary of State to the Chargé in the Soviet Union (Kirk)
16. The Secretary of Agriculture8 has received unofficial information leading him to believe that the Soviet Government is interested [Page 810]in obtaining a large quantity of wheat for storage in or near Vladivostok. If such is the case, the Department of Agriculture would be interested in learning whether the Soviet authorities would desire to purchase or otherwise obtain for the purpose mentioned surplus wheat from the United States. Please telegraph such information as you may be able to obtain.
