Washington, February 13, 1939—noon.

16. The Secretary of Agriculture⁸ has received unofficial information leading him to believe that the Soviet Government is interested in obtaining a large quantity of wheat for storage in or near Vladivostok. If such is the case, the Department of Agriculture would be interested in learning whether the Soviet authorities would desire to purchase or otherwise obtain for the purpose mentioned surplus wheat from the United States. Please telegraph such information as you may be able to obtain.
