The Secretary of State to the Ambassador in the Soviet Union (Bullitt)

Your 271, July 8, 6 p.m. In anticipation of an early conclusion of the agreement now under discussion with the Soviet authorities with regard to the generalization of tariff concessions to the Soviet Union, the Department has included the Soviet Union in the list of countries to the products of which are to be applied the duties specified in the trade agreement between the United States and Sweden proclaimed by the President on July 8.33
