My 239, August 3, 2 p.m. French Chargé d’Affaires privately states that he has been notified by his Government that there is absolutely no foundation to current and persistent reports that France contemplates a large loan to Russia and credits for the purchase of military material. He also insists that there is no project under consideration for the guaranteeing of commercial credits.
