Department’s telegram No. 65, April 21, 3 p.m. Permission granted Pangborn-Herndon to make emergency landing or flight over Japanese territory if necessitated by unexpected circumstances subject to usual restrictions against flying over fortified zones or carrying firearms or cameras. If a forced landing is made on Japanese territory the matter must be reported nearest Japanese officials. Subsequent flights must be made only at direction of such officials.
