The Ambassador in Great Britain (Dawes) to the Secretary of State

Sir: I have the honor to refer to the Department’s instruction No. 852, July 14, 1931,5 relating to the proposed new treaty on extraterritorial rights of the United States in China, and to state that the memorandum forwarded therewith6 was duly delivered to the Foreign Office. There is attached hereto a copy of a memorandum in reply prepared by the Foreign Office, dated October 5, 1931,5 which was handed to a member of the Embassy staff without comment.
