1146. The Military Attaché at Chinchow telegraphs that the railway company has been ordered by the Chinese military authorities to assemble 6 locomotives and 150 cars at Chinchow, and it is his opinion that the Chinese troops are on the point of withdrawing within the Great Wall.9
