The French Ambassador advises me that he has just delivered a note to the Japanese Government again deprecating any advance in force towards Chinchow, as implied in a statement made by Honjo, commanding Japanese forces in Manchuria, to visiting Military Attachés 3 days before, announcing Japanese intention of insisting upon the retirement of the Chinese Army behind the Great Wall. He was instructed to get in touch with the British Ambassador who has just received instructions to make similar representations, and with me. I have already given him the purport of your instructions to me contained in your telegram No. 262, December 12 [11], 9 p.m.,99 and my resulting representations to the Japanese Government.
