1113. Following from American Consul General at Mukden:

“December 21, 2 p.m.

1. Headquarters reports that the first railway battalion was sent this morning from Ssupingkai to clear out 7,000 bandits in the Changtu, Faku region.

2. An official reception in celebration of the formation of the Provincial Government was held yesterday.”
