Doctor Koo has just asked me to confirm to him a Reuter’s report dated Washington, December 18, to the effect that the United States had addressed a further note to Japan in regard to Manchuria expressing [Page 696] solicitude that Japan’s obligations under the Washington Nine-Power Treaty and the Kellogg-Briand Pact should be respected. Can the Department give me information for Koo?
