Your 201, October 15, 10 a.m. The purpose of this Government in regard to your cooperation with the League is clearly defined, I think, in the opening statement you have been authorized to make at the Council meeting. Therefore, if you are invited to sit with the Committee of Five, I have no objection provided it is understood that your participation solely concerns the discussion of treaties to which [Page 199] this country is a party. It is the purpose of this Government to cooperate with the efforts of those who now are meeting at Geneva by whatever conference method is most appropriate to secure peace in Manchuria.
