Memorandum by the Ambassador in Japan (Grew)

During my conversation with the Foreign Minister today I spoke emphatically on the matter of shipment of American-owned goods from Indochina, repeating my representations of November 15 and 30, and in a signed note (no. 1714, December 17, 194015) decried the continued and unwarranted interference.
