1.
This Government is entirely willing to construe article I so as not to require that cases be referred to the Hague Permanent Court of Arbitration as long as Estonia does not become a party to the convention by which that Court is established.
2.
The Department does not understand that the Estonian Government asks that the text of the article be changed.
