67. Referring to Department’s 36, January 28, 6 p.m., and Nanking’s January 28, 10 p.m., from Perkins. The unwillingness of Dr. Wang to assent formally in writing to your statement of the understanding that the treaty entitles the United States inclusively and unequivocally to nondiscriminatory treatment appears clearly to make reliance upon his general oral assurances impossible. Most urgently do I request of the Department that it reconsider the proposal of accepting a compromise and that it authorize me to inform Dr. Wang that the Senate will begin consideration January 30 of the treaty and that its ratification will be withheld unless assurances along the lines set forth previously are received.
