Abend’s transfer to Shanghai was made known to the Minister for Foreign Affairs recently at a luncheon given by him to the local representatives of the foreign press. Almost immediately thereafter he had Abend sought out by Kwangson Young, head of the information and publicity department of the Nanking Government, who, after an attempt to force Abend into revealing his confidential sources of information, assumed a very friendly tone and offered to be of all possible assistance to him and to put him in touch with news sources in Shanghai.

It is my hope that the campaign against Abend will be dropped for the time being at any rate. I would therefore suggest that I be authorized to withhold reply to Wang’s note of June 17th unless he should again raise the question.
