Your 372, May 10, 4 p.m. Department feels that you should instruct Cunningham to point out to the Dollar Steamship Company that the packages of stamped journals in question would undoubtedly be handled by the sea post offices on board vessels and that assistance given to publisher in his endeavor to evade the Chinese Government’s postal ban may raise an issue of international concern and may also prejudice the Dollar Company’s interests.
Department has laid the facts before the Post Office Department and will communicate to you any comment which may be made by that Department.
