Referring to the British aide-mémoire mentioned in my 1188, December 24, 3 p.m., I have been informed that the British Minister’s present intention is to depart for Nanking on January 2, together with members of his Staff, in order to initiate negotiations having for their object the gradual relinquishing of British extraterritorial rights.
