The Minister in China (MacMurray) to the Secretary of State
[Received May 22—9 a.m.]
410. 1. I have received from the Acting Counselor in chargé of the British Legation the text of a somewhat lengthy and argumentative draft note which the British Government proposes to despatch in reply to the Chinese note requesting the abolition of extraterritoriality. The draft will be considered at a meeting of the interested diplomatic representatives tomorrow morning. It is assumed that the text is also available to the Department, and I therefore shall not telegraph it unless so instructed.
