1.
Presidential proclamation of March 4, 1922 regarding shipment of arms to China will be left undisturbed.
2.
Exportation of arms and munitions of war for use of the Chinese Government will be authorized upon request by the Chinese Government through its representative here, prospective exporters being required to submit application for export license to be approved by this Department.
3.
These facts may be communicated to your interested colleagues and the Nationalist Government and given such publicity as seems desirable. They will be published here April 28th.
