- Japanese Chargé d’Affaires informs me that the Japanese Foreign Office concurs in the suggestion that the arms embargo be canceled but that before it can be made effective this question must be discussed with other interested ministries and approved by the Cabinet, which may require some weeks.

- I assume we would not wish to force the issue unless there should be undue delay.
