Lieu were born on American soil and are registered at the Shanghai Consulate General as American citizens and have done nothing to emphasize their Chinese citizenship, you may accord them such protection as is possible and proper by virtue of the provisions of the treaties which establish and prescribe concerning extraterritorial jurisdiction over American citizens.
