101. Latvian Minister for Foreign Affairs informed me today that while Latvian Government highly appreciates the initiative of the United States Government, it feels that since China and Russia are [Page 425] now engaged in direct negotiations, any communication on its part would be inopportune.

American Consuls at Tallinn and Kovno report that they have received oral assurances that replies from the Estonian and Lithuanian Governments will be forthcoming very shortly.
