1160. My 1159, December 17, noon. Following from American Consul, Harbin:
“December 17, 11 a.m. Railway Administration has refused officially to take responsibility of dispatching international car farther west than Mientuho because it has not a single employee beyond that place and has no information regarding condition of track. This is a strong indication that Barga is no longer under Chinese control.”
