Department’s circular of December 5, 4 p.m.97 The Siamese Minister for Foreign Affairs states that his Government is in complete sympathy with the American action in calling the attention of China and Russia to the obligations of the Pact of Paris, but he will not make any further statement until the King, who is at the winter palace in the country now, has instructed him. A public statement is, therefore, not decided upon. The local press is noncommittal.
