Sir: With reference to the action taken by our Government in regard to the Russo-Chinese situation, I have the honor to confirm my telegram No. 551, December 7, 11 a.m.88 and to transmit herewith a copy and translation of a note dated November [December] 6, 1929, from the Ministry for Foreign Affairs.88 It will be noted therefrom [Page 408] that, having no minister in Afghanistan, the Foreign Office has instructed M. Hackin, head of the French Archaeological Mission in Afghanistan, charged unofficially in the absence of a minister with French interests at Kabul, to inform the Afghan Government that the Foreign Office has received the text of the statement of our Government which is being forwarded to him by mail and that he should bring it verbally to the attention of the Afghan Government when received.
