1095. My 1084 [1093], December 5, 7 p.m. Following from American Consul in charge at Mukden:
“December 5, 10 p.m. My telegram of December 5, 11 a.m. Reliably informed that discussions concerning Emshanoff, Eismont were continued today. The Marshal eventually acquiesced in their appointment to other positions. A reply to Litvinoff’s telegram of November 27th74 in this sense was sent today. Apparently no message was sent last night. Lu Jung-huan has not signed [sic]; Mukden has now agreed to the conditions of Soviet for starting negotiations.”
